PUBLIC COMMENT:

Presentation of the Regional Income Tax Agency (RITA), Matthew  Mau presented to Council on the agency's services as a potential replacement for the Village's current municipal income tax administrator, CCA. RITA is a full service tax collection agency serving only Ohio municipalities. Council will discuss and decide at their next meeting.

RESOLUTIONS

Resolution 7-2026 : Crossbridge Marketing Service Agreement (Emergency)

Formalizinga contract with Crossbridge Marketing for the pro bono website hosting and related services the Village has been receiving.

Resolution 5-2026 "Employee Dishonesty and Faithful Performance of Duty Policy" Through the Public Entities Pool and Declaring and Emergency: In accordance with Ohio Revised Code Section 3.061, the Village may adopt a policy by resolution to allow the use of an "Employee Dishonesty and Faithful Performance of Duty Policy" coverage document, rather than a surety bond, to cover loss by fraudulent or dishonest actions of employees and failure of employees to faithfully perform duties. The Village is authorized to purchase and use through PEP instead of individual surety bonds for officers, employees, and appointees who are otherwise required by law to acquire a bond before entering upon the discharge of duties.

Resolution 6-2026 Authorizing the Mayor to enter into contract with OHM for Architectural, Design and Engineering Services and Declaring an Emergency: The Village is in the process of finalizing its acquisition of the former school property for development as a public park and/or municipal campus. The Village authorizes the Mayor to enter into agreement with OHM's proposed scope Task 1 (Concept Refinement and Order of Magnitude Costing) for the playground space and Task 2 (Village Hall Programming and Concept Design) regarding the Village's existing municipal buildings and the potential for new construction on the former school site. Task 3 will remain unaccepted until Task 1 and Task 2 are sufficiently completed.

OTHER BUSINESS

• Wastewater Tank Cleaning: Administrator Josie presented a quote from Agri Sludge Inc., for a Supersucker Tank Cleanings from port to port, includes all equipment, operator and laborer to clean tanks plus the product hauling for the liquid at $5,785.00, with Agri Sludge Inc., paying half the amount and the Village paying $2,892.50.

• Rental of 930 Wheel Loader: The CAT Rental Store will rent at $2,744.00.
• Rental of John Deere 650 K Bulldozer: Coblentz Equipment will charge us by the hours we use it.

          Bothof tthese eequipments are bbeing used to move the State Route 226 Resurfacing Project grindings that will be used to make three.                 hard surfaced parking lots at Blaine Carmichael Ball Field.

• Shreve Business and Community Association (SBCA):  The Council discussed and has renewed the Village’s membership for $50.
