Council Meeting Highlights
On July 21, 2025, Kristen McCoy submitted her resignation to council due to medical issues, we appreciate all the contributions that she made during her time on council! At that time we put out that we were accepting 'letters of intent' and at the August 19, meeting the Mayor swore in Michelle Walters to sit in on her position till the end of the year.
On July 18, 2025, Police Chief Ron Kiner put his resignation in, his last day with us was August 1, 2025. We appreciate the years of service that he worked with the Village of Shreve. Since Police Chief Ron Kiner left, we had to have a Police Evidence Audit done on the Evidence Room at the Police Station due to both the evidence room and patrol operations being in significant disarray. The result of the audit is as follows:
- Full Inventory - Catalogue all items in the property and evidence room/case numbers/defendant/dates/crime must be on packages at least 1200 items at a cost of $9750.00.
- Research & Destruction - Research all cases, determine which cases can be destroyed, create destruction orders to present to the court and Village Solicitor, assist the officer in adding all property and evidence into SWIFT that must be retained at a cost of $7000.00.
- Audit Report - Assess current operation, provide report on recommendations to bring evidence room into compliance with nationally recognized standards to include policy creation for Evidence Room management at a cost of $10,000.00
- Creation of Packaging Manual and Evidence Room Manual at a cost of $5,000.00.
- Install Barcode scanner and printer and assist officer in barcoding all items left in the room. Train officers on SWIFTRMS system, Estimate <50 items at a cost of $3,000.00.
- For a total cost to the village of $34,750.00. The Council has made no decisions on this as of August 18, meeting.
This was performed by Police Evidence Audits out of North Lawrence Ohio.
Police Officer Larry Flinner has been made Full Time Officer; he has been patrolling since the Police Chiefs last day. We have seen an uptick in tickets being given out, which is a good thing for the Police Dept. Officer Flinner will be out and around for your needs and he will be enforcing the Ordinances as well as the law.
Mosquito spraying will be August 20, 2025
Halloween date is set for October 25, 2025, from 5:00 to 7:00 PM, there will be more information posted when the final plans are made available to me. As always there will be Police presence during that time.
The Village Administrator, Josiah Hughes, will be having Leak Seekers LLC come into town and conduct a Leak Detection Survey for the distribution water lines in the town. They will start at the mainline valves, hydrant valves meters and hydrants. if they any areas, then they will do a more through survey to pinpoint the exact location of the leak. Any heavy traffic areas will be performed at night. This survey will also tell whether the leak is on the Village's side; which the Village will fix the worse ones first, or the Residents side; that will be the Residents responsibility to have fixed, of the line. This is a great Survey to have done as to finding any leaks it'll save the town on lose of water and also the homeowner; if they have a leak, on their water bill. This is being very proactive to have this done to hopefully avoid some water line breaks this winter!
The Village of Shreve will be getting a New 2026 Ram 5500 Chassis Tradesman Reg Cab 60" 4x4, will be outfitted with stainless steel dump truck bed, plow, salt and lights for a total of $ 95,818.00. There was money appropriated as capital budget from the water/sewer and street accounts for the purchase of the new dump truck. The old dump truck will be for sale in www.govdeal.com after we get the disposal paperwork.
We've had a few concerns on a shelter for Tornados, Jerry Winkler (Retired Fire Chief) from Wayne County EMA was at our August 18, meeting and he stated that as of now there aren't any grants for these specific shelters. But he is keeping his eye open and if any grants do come available, they will let the Fire Departments and Mayors of the areas know about them.
He along with Linda Repp and Michelle Walters mentioned the churches of the area all had basements that maybe there could be a Keycode box put up at the churches that only the Fire Dept. personnel would have access to and if it was warranted, they could go and open the church basement doors up. Jim Daniels along with Jeff Edington also mentioned that the Shreve Community Church Community Center has his/her bathrooms with showers, full kitchen and room to have people there if the need would arise. So, we do have some choices that could be implemented if an emergency would accrue.

The Village rented a Hydro Vac for a cost of $5300. The Street Dept. vacuumed out quite a few storm sewer drains unclogging them so hopefully there won't be as many flooded areas.
Purchase of School Gate Valve & Sleeve for a cost of $1522.13.
Village Hall Backflow Valve Replacement at a cost of $1322.13.
