Police Department - Calls for Service Clarification

Mayor and Chief Flinner offered clarification on the 2025 Year-End Police Report presented at the March meeting. The 111 calls for service to Clinton Township Fire Department/EMS were specifically those calls where the Shreve Police Department responded in conjunction with Clinton Township Fire , not the total number of calls Clinton Township answered. Clinton Township Fire Department actually responded to approximately 220 calls total within the area. Council wanted to ensure the community had the accurate information.

Directing the Village to issue a request for proposals for cybersecurity and web hosting services.

Directing the Village to have an agreement with Crossbridge Marketing Media, LLC that they could look over to see what all was covered and what would need changed. Crossbridge Marketing Media, LLC has been the Village's Cybersecurity and Web Hosting Services pro bono.

ORDINANCES

Ordinance 11-2026: Indigent Burial Policy (Emergency)

Ordinance establishing village policy concerning indigent burials or cremations consistent with its duties under Ohio Revised Code Section 9.15 and declaring it and emergency. The Ordinance directs all indigent decedent remains to Schlabach Funeral Home, located within the Village of Shreve, at an approximate cost of $1,000 per burial or cremation. The Mayor or Designee is responsible for ensuring compliance with applicable law, including proper notice and obtaining consent from necessary parties.

OTHER BUSINESS

Police Body Armor for New Officers

Chief Flinner requested approval to procure body armor for two incoming part-time officers at a cost of approximately $1,500 per vest (approximately $3,000 total) from already appropriated funds. Vests are currently on approximately three to five months backorder and need to be ordered promptly. Solicitor Marcum confirmed that the funds are within the police department's discretionary budget/ Chief Flinner is currently waiting to hear back on whether they will be awarded funds from the Ohio Attorney General Body Armor Grants which would be reimbursement for the purchase of the Police Body Armor .

Police Explorer Center Console Replacement

Chief Flinner presented two quotes for a replacement center console for the Ford Explorer Police Vehicle, as the existing aftermarket console does not accommodate the new radio installation. Two quotes were received: Staley Technology at $1,266 and Hall at $1,543. Chief Flinner recommended Hall, explaining that Hall's quote includes any necessary rewiring of the vehicle's light bar system, which Staley's quote did not cover. Hall also provides ongoing service and has been handling other equipment installations for the department.

Confirmation of Part-time Police Officers - Jeff Scott and Sean Howard

Chief Flinner requested confirmation of two additional part-time police officers. Jeff Scott currently serves with another department (Ashland County Sheriff's Office) and will assist primarily in an investigative rold, with availability of a couple of days per week plus call-outs, with increased flexibility expected as his schedule evolves. Sean Howard, who previously served on the Shreve Police Department, will work in a patrol capacity with as many part-time hours as legally permitted. Chief Flinner estimated approximately 80 hours of field training before officers are fully operational. Both officers are ready to be sworn in within approximately one week.

VILLAGE ADMINISTRATOR UPDATES

Village Administrator Josie provided the following updates:

Lift Master Gate System: New buttons have been ordered to replace incompatible units. An upgrade to the system is required at a cost included in existing appopriations.

Clearwell Cleaning: Integrity Aquatics has completed the underwater floor cleaning of the clearwell at the Water Treatment Plant, as approved at the prior meeting. Josie shared samples of calcium deposit buildup that was removed.

Resolution 7 2026: Cybersecurity and Web Hosting Services

Directing the Village to keep Crossbridge Marketing Media LLC as their Cybersecurity and Web Hosting Services, pro bono. Crossbridge Marketing Media LLC shall continue to provide the services and other existing services to the Village of Shreve.

NEW BUSINESS

Wastewater Tank Cleaning: Administrator Josie presented a quote from Agri Sludge Inc., for a Supersucker Tank Cleanings from port to port, includes all equipment, operator and laborer to clean tanks plus the product hauling for the liquidat $5,785.00, with Agri Sludge Inc., paying half the amount.

Rental of Wheel Loader: The CAT Rental Store will rent a 930 Wheel Loader to us for $1,239.50 a day (for 8 hours), a week would be $2,744.00 (40 hours).

Rental of John Deere 650 K Bulldozer: Coblentz Equipment will rent to us for an estimated cost based on 20-25 hours of operation including trucking at $2,250.00.

RESOLUTIONS

Resolution 5-2026 "Employee Dishonesty and Faithful Performance of Duty Policy" Through the Public Entities Pool and Declaring and Emergency: In accordance with Ohio Revised Code Section 3.061, the Village may adopt a policy by resolution to allow the use of an "Employee Dishonesty and Faithful Performance of Duty Policy" coverage document, rather than a surety bond, to cover loss by fraudulent or dishonest actions of employees and failure of employees to faithfully perform duties. The Village is authorized to purchase and use through PEP instead of individual surety bonds for officers, employees, and appointees who are otherwise required by law to acquire a bond before entering upon the discharge of duties.

Resolution 6-2026 Authorizing the Mayor to enter into contract with OHM for Architectural, Design and Engineering Services and Declaring an Emergency: The Village is in the process of finalizing its acquisition of the former school property for development as a public park and/or municipal campus. The Village authorizes the Mayor to enter into agreement with OHM's proposed scope Task 1 (Concept Refinement and Order of Magnitude Costing) for the playground space and Task 2 (Village Hall Programming and Concept Design) regarding the Village's existing municipal buildings and the potential for new construction on the former school site. Task 3 will remain unaccepted until Task 1 and Task 2 are sufficiently completed.

This is an update to the March 14 notice regarding road closures due to storm damage and downed utility lines.

The majority of previously affected roads have been reopened. Wells Street remains closed at this time while AEP Ohio and Brightspeed continue repair work on the damaged utility pole.

Residents and motorists are asked to continue avoiding Wells Street and to use alternate routes until further notice. An additional update will be issued once the street has been cleared and reopened.

The Village appreciates the patience and cooperation of our residents.

Utility Pole Failure — Wells Street & South Street Closure

The Village of Shreve wishes to inform residents that a utility pole on Wells Street has failed and is leaning into the roadway. Shreve Police have secured the area and road closures are in place at the Wells Street and South Street intersection.

The Village is awaiting response from Brightspeed and AEP Ohio to address the damaged pole and associated lines. Residents in the immediate area may experience disruptions to electrical, internet, and telephone service until repairs are completed.

Council Meeting minutes

PUBLIC COMMENT:

Ron Maxwell from Whitaker Meyers Insurance introduced himself as the new agent for the Village and also presented our renewal policy to Council. Policy would renew March 17, 2026 through March 17, 2027. The premium would be $23,451.

The Insurance Ccommittee also met with Robert Beglin from USI ONE Advantage Property and Casualty Plan and compared the two policies to see which would provide the best value and most protection. It was presented to Council that USI ONE Advantage Property and Casualty Plan would be the better policy with appropriations to $25,000.00 to cover the annual premium estimate plus any additional miscellaneous expenses.

UTILITY BILLING - LATE FEE GRACE PERIOD:

Mayor Martin confirmed that the authority to waive late fees rests with Council. February Water bills; due to being re-issued, the due date was extended one week more which would have been February 27, 2026. After that there would be late fees added on.

VILLAGE WEBSITE UPDATES

Mayor Martin explained that website updates are managed through the billing system software provider and requests have been submitted for updates to be done. He noted that Ashley; Billing Clerk, is now communicating directly with the web hosting provider to facilitate more timely updates.

RULES OF COUNCIL

Revisions were being made and would be ready for Council approval by March 16, 2026.

Ordinance N o 1-2026: Police Uniform Allowance

Ordinance creating a Police Uniform Allowance for Officers of the Village of Shreve Police Dept.

This was the third and final reading on March 16, 2026.

Motion to adopt Ordinance No. 1-2026 , all in favor of. Motion carried.

Ordinance No. 2-2026: Part-time Officer Recertification Stipend

Ordinance Authorizing the Village of Shreve Police Dept to award stipends to up to four officers who complete recertification. One part-time officer has been hired since the January meeting. The officers would complete three years of service. If the part-time officer fails to complete year one, they must return the full stipend. If the part-time officer fails to complete year two, they must return 2/3 of the stipend. If the part-time officer fails to complete year three, they must return 1/3 of the stipend.

This was the third and final reading on March 16, 2026.

Motion to adopt Ordinance No. 2-2026, all in favor of. Motion carried.

Ordinance No. 3-2026: Ordinance prohibiting parking on Sunrise Drive .

Mayor Martin explained that vehicles parked on the narrow street have created difficulties for snow plowing, emergency vehicle access, and general road use. Village Administrator confirmed that complaints have been received and the situation is a maintenance and safety concern. Council discussed the four hour parking allowance provision and towing procedures included in the ordinance, also noted that residents on Sunrise Drive have adequate driveway parking available.

Motion was made to suspended the rules and pass this on an emergency basis: All in favor. Motion carried.

Ordinance No. 4-2026: Fire Loss Insurance

Requiring fire loss insurance deposits. Solictor Marcum eexplained that state law authorizes municipalities to require insurance companies to deposit funds with the Village when a property suffers 60% or greater fire danage. The deposited funds ensure the fire-damaged structures are properly demolished or repaired. If the property owner fails to remediate the damage, the Village may use the deposited funds to perform the work, rather than relying on taxpayer funds or the foreclosure process. This ordinance will work in conjunction with the Nuisance Abatement process.

Ordinance establishing a two-signature requirement for Village Checks. Solicitor Marcum noted this is the best practice to prevent embezzlement and protect Village finances. The ordinance ddesignates four authorized signers, any two of whom must sign each check.

RESOLUTION

Resolution No. 1-2026: Advanced Water and Wastewater Operations Contract (AWWO)

Authorizing the Mayor to enter into an agreement with Advanced Water and Wastewater Operations for management of the Village’s Water and Wastewater Facilities. AWWO has managed both plants since approximately 2007 and that the Village has maintained good compliance, with recent EPA Inspection resulting in only five minor violations, three of which were related to an improvement plan that needed updated dates.

OTHER BUSINESS

Water Distribution System Tools

Village Administrator presented one quote to Council for water distribution system tools to equip two crew trucks and maintain a backup set. The tools are manufactured by a specialized company the he has used for over 20 years. Council asked if multiple quotes had been obtained. Village Administrator explained that no comparable vendor exists for tools of this quality in the water utility industry. Council advised him to get multiple quotes going forward. Costs of tools $1,700.74.

Confirmation of Part-time Officer - William Little

Chief Flinner introduced Officer Little as a candidate for part-time with the Shreve Police Dept. He reported that Officer Little, from the Tuscarawas County area, has prior law enforcement experience, has completed his background check, and is ready to be sworn in.

Motion was made to confirm the appointment of William Little as a part-time officer,. All in favor. Motion carried.

Motorola APX 4500 IN-CAR RADIO

Chief Flinner requested approval to purchase a Motorola APX 4500 In-Car Radio for $5,192.00 from StaleyTechnology, the same vendor and model used for the new vehicle purchased in November aND at te same cost. The current hand held portable radio has significant reception issues and creates a safety concern when dispatch can't hear officer calls.

Sunrise Drive Parking Ban - Notification

The new parking ban on Sunrise Drive notification will be made through social media, the Village website, signage, and door-to-door notice to the effected households.

Financial Reports

Fiscal Officer Weirick presented January 2026 financial reports. The General Fund Balance is just over $700,000. The 2025 annual report has been submitted to the Auditor of State ahead of the February deadline. Rough draft of 2023 - 2024 audit is in final review and that no significant findings, and just minor reclassification of principal and interest entries and a management letter comment regarding Council members who did not complete the Sunshine Laws training.

New Business

Case 580 - SL

This is a quote to have repairs and maintenance done to the Village’s Backhoe with Mechanical Solution’s in Holmesville at cost of $3,146.95.

Village Administrator brought this quote to Council, fee proposal for underwater floor sweeping of the clearwell at the Water Treatment Plant. The EPA recommended this, that it should be done every so many years as there is sediment at the bottom of the clearwell. The company, Integrity Aquatic will perform the sweeping at a cost of $6,400.00.

Board of Tax Appeals

Solicitor Marcum explained the Board of Tax Appeals and the appointment requirements. The Mayor appoints one member, and Council appoints two members who must not have been council members or village employees within the last five years. Council appointed Matt Shank and Laura Cline, the Mayor appointed Josh Schupp.

Resolution 3 - 2026 To develop strategy to protect the water source of the Village of Shreve, Ohio

Ohio's Source Water Protection Plan helps public water suppliers protect drinking water sources, such as streams and aquifers, from contamination.

Full job description

The Village of Shreve Police Department is accepting applications for Full-time Patrolman. The Shreve Police Department offers capable men and women the opportunity to make the Village of Shreve a safer community by providing efficient, effective services to its residents, businesses, and visiting neighbors.

Responsibilities

Deter crimes and assure community through high-visibility policing
Patrol assigned areas and monitor activities to protect people/property
Investigate crimes and apprehend suspected law violators
Observe and respond to various situations or emergencies
Follow rules, guidelines, and protocols
Conduct initial and follow up investigations
Gather evidence and ensure successful prosecutions
Produce internal reports and provide feedback on case status
Deal with case paperwork and administrative procedures
Foster good public relationships and liaise with community groups or individuals
Coordinate operations with other emergency services
Attend and provide evidence in court

Shift :

Applicants must be willing to work any shift as assigned, to include holidays and weekends. Shift assignments will be on an 8 to 12-hour schedule.

Applicants must meet the following requirements:

High School Diploma or GED.

Ohio Basic Peace Officer’s Certification (OPOTA certification) at time of application (This is a must have).

A valid Ohio driver’s license.

Able to pass a background investigation.

Proven working experience in law enforcement

Renee Spencer asked about the Migration Sensation Banner size which will be going up across St. Rt. 226 downtown . The event is scheduled to take place on March 14, 2026.

Dark Skies/Lights Out Initiative : Renee Spencer shared this for the migrating birds season from the Wilderness Center. She explained that some villages adopt a lighting ordinance for new or replacement lighting to minimize impact on migrating birds. Council acceypted the information for future consideration. Deb Yoho & Alexis Skalsky talked about the Shreve Ohio 'TNR' Program (Trap, Neuter & Release). They have been trapping cats in Wayne & Holmes Counties to help curb the cat population. If anyone would like to help with trapping they can get ahold of Deb or Alexis. The more help the more control on the cat population. If you see a cat and it has one ear notched is has been taken care of. When they go through 'TNR' Program they get treated for fleas, FVRCP, & Rabies. If the cats are friendly and healthy they go into the shelters to hopefully find their furever home. If you would like to donate to help with 'TNR' Program costs; transport $10.00, Spay/Neutered & vaccines $52.00. They have an account at AlterClinic in Canton, Ohio. Ordinance 2-2026 : Part-time Officer Recertification Stipend for up to four officers to complete recertification.

Ordinance 3-2026 : Prohibiting Parking on Sunrise Drive . Prohibiting parking on the street shall be prohibited for periods of time exceeding four hours and anyone parking on the street must remain accessible in the event the Village needs their vehicle moved to conduct Village business or for Emergency reasons. First time offenders will get a warning ticket, subsequent offense, the vehicle will be towed at the owners expense. To see the full Ordinance, it will be posted on the Village's website and is also available at the Town Hall.

Ordinance 4-2026 : Establishing a Fire Loss Insurance Deposit Requirement Pursuant to Ohio Revised Code Section 3929.86 . The. Ohio Revised Code 3929.86 authorizes political subdivisions to require insurance companies to deposit the. municipality under certain conditions prior to paying out a fire-related insurance claim. Such a policy exist to. ensure the fire damaged property is properly remediated and the municipality is not left bearing the cost of. remediation.

Ordinance 5-2026 : Village Cyber Security Policy. Ohio Revised Code Section 9.64 political subdivisions to establish a Cyber Security Policy. Passed as emergency so this policy will go into effect in 30 days from February 16, 2026.

Ordinance 6-2026 : Ordinance Establishing Signatures on Village Accounts. The Village of Shreve seeks to ensure proper, but. efficient, financial oversight of all accounts and expenditures. Passed as emergency so this will go into effect 30 days from February 16, 2026.

A quote for Water Distribution System Tools was presented to council for approval. This will put the same tools on both the utility trucks to make things more efficient for the Water Department. Cost of tools is $1,700.74.

Council motioned to approve the hiring of Part-time Police Officer William Little to the Village of Shreve Police Department. He has six years of experience and has passed all his qualification and tests. His hire is immediate.

Police Chief Flinner presented a quote for a Motorola Radio for the Ford Explorer from Staley Technologies, Inc. Council approved the request to purchase the radio at cost of $5,192.02, which was the same price we paid in November of 2025 for the Tahoe.

The Village of Shreve has resolved the technical issue affecting water bill calculations. The billing rates have been corrected in the system.

Corrected bills have been printed and mailed to residents.
Please be advised of the following important details regarding these new statements:

Payment Status on Paper Bills: If you have already paid your previous bill, the new mailed statement will not show that payment as posted. However, the payment has been marked as paid in the Village system.

Credits for Overpayment: If a previous payment resulted in an overpayment due to the system error, a credit has been applied to the account.

Balance Verification: Residents are welcome to call Village Hall to verify their current account balance or to confirm that a specific payment or credit has been applied.

Unit Measurement Update: While the bills will have Cubic Feet printed for the water usage, the pricing and usage will reflect gallons. The Village has ordered new billing stock.

The Village of Shreve would like to inform residents that an issue has been identified affecting the calculation of some water bills.

Village staff have reviewed the matter and confirmed the source of the error. We are actively working to implement the necessary correction within the billing system. Once the correction process is fully completed, all affected accounts will be updated, and a follow-up notice will be issued to inform residents that the fix has been implemented.

Please be advised that an emergency snow ban will be in effect from Saturday, January 24, at 4:00 PM through Monday, January 26, at 4:00 PM.

This will allow our crews to safely and efficiently clear the streets throughout this winter storm. All vehicles must be removed from public roadways. Vehicles remaining on the street during this time will be subject to towing at the owner's expense.

LEGISLATURE

RESOLUTION 14 - 2025 Ordinance setting the Water, Sewer and related Rates and Calculations , repealing all conflicting

Ordinances and declaring emergency. This was passed on an emergency bases due to January 1, 2026 as the new Water/Sewer Rates will go into effect with an increase of 6%, and will increase every year going forward unless changes are deemed necessary.

(Council President Bevington explained that RCAP recommended a 15 - 20% increase to maintain infrastructure

solvency, but the Village opted for 6% to minimize the burden on residents while starting to correct the deficit.

Public comment: Residents expressed concern regarding the affordability to the increase. Questions were raised about why interest from the $1.75M Wastewater Grant could not be used to offset these costs. Bevington and Fiscal Officer Weirick explained that grant funds are legally restricted solely for the specific Wastewater Project (Trickling Filter) and cannot be moved to general operations or water line repairs.)

RESOLUTION 19 - 2025 Declaring support for the School Redevelopment Project and directing the Village to complete the

T-Mobile Grant Application and any other Grant Applications and declaring an emergency. This is passed on an emergency base because of the due date of December 31, 2025 for the application. If awarded the grant could be for $50,000.00 that would go towards either the playground or the Historic Blaine Carmichael Ball Field updating. This Resolution is also for any other Grants that the Village is eligible to apply for.

RESOLUTION 20 - 2025 Authorizing the Mayor to enter into an agreement known as the One Time Strategic Community

Investment Grant Agreement and declaring an emergency. The Grant is for the Wastewater Treatment Plant for the Trickle Filter System that we were awarded funds for and that Engineering Associates are working on and we should be sending out for bids soon for the project to begin.

ORDINANCE 15 - 2025 Ordinance repealing Ordinance 9 - 2024 and replacing it with this Ordinance establishing a

Nuisance and Abatement Procedure regarding Nuisance Properties within the Village and declaring and emergency. This was passed as an emergency due to replacing Ordinance 9 -2024 which was in regarding Blighted Properties within the Village.

PURCHASES:

SILCO FIRE & SECURITY, New CSL Slide Gate Operator = The Village will be replacing the gate at the Wastewater Treatment Plant due to wear and ongoing operational issues. This upgrade will help ensure safer and more dependable facility access. Cost of $15,467.74.

Window tinting will be installed on the new police cruiser by ProTouch Vehicle Protection to enhance durability, officer safety and the lasting of the computer equipment at a cost of $858.00 .

Smart Digital will install a Lorex security camera system in the Police Department to enhance security of the Evidence Room and bring the facility into compliance with required standards, cost of $4,845.67.

All of Grandview from Spring to Park was affected and will be placed under a boil alert for the next 24 Hours (12/4 1:00PM, boil alert will be lifted.)

SPECIAL COUNCIL MEETING

The Shreve Village Council held a Special Meeting last night to approve several key infrastructure and equipment improvements that will strengthen our utilities, enhance safety, and ensure continued efficiency across multiple departments.

Utility & Infrastructure Improvements

Automatic Transfer Switches for Lift Station & Water System

Council approved the purchase and installation of new automatic transfer switches (ATS) for critical utility locations:

Pennsylvania Avenue Lift Station – $11,804.00
Water Well Pump Field – $8,302.00

All installation work will be completed by Jakes Electric Inc.

These upgrades will allow the generator system to automatically engage both the well pumps and the Water Treatment Plant during a power outage. Previously, village staff had to manually activate the wells. With these ATS units in place, the system will transition automatically, improving reliability and response times during emergencies.

Equipment Upgrades

New Trailer Purchase

Upon selling the Village’s current oversized trailer, Council approved the purchase of a MaxxD 22 x 83 16' Gravity Tilt Trailer from Gingerich Trailer Sales, Ltd. for $11,900.00.
This size trailer better fits the Village’s actual operational needs.

Public Works – New Service Truck

The Village will be purchasing a 2024 Ford F-350 4x4 Chassis DRW for $57,058.00 to replace the aging Chevrolet 3500 crew truck.

The current vehicle has:

313,595 miles
A daily oil consumption of one quart
A fuel tank that no longer holds a full load
A rusted-out bed and compromised compartments

It is no longer cost-effective to maintain and will be sold online.

Police Department Upgrades

The Village Police Department received approval to purchase a new 2025 Chevrolet Tahoe SUV from Preston Chevrolet Kia for $53,763.00.

Additional equipment purchases include:

Emergency lights & equipment – Hall Public Safety – $21,199.76
In-car computer – Tough – $2,946.94
Mobile radio – Staley Technologies – $5,192.02

The current cruiser will be stripped of equipment and sold online. Any salvaged lights and accessories will also be sold.
The Ford Explorer cruiser will remain in service and be maintained for extended use.

Where Do the Proceeds Go?

All items sold outright or auctioned online will have their proceeds returned directly to the appropriate Village accounts.

Legislative Action

Resolution 16-2025

Amends the 2025 Appropriation Resolution (30-2024, passed December 16, 2024) and updates estimated resources for Fiscal Year 2025.

Resolution 17-2025

Authorizes the Mayor to enter into a three-year agreement with Wayne County for continued dog warden services within the Village.

October 20, 2025 minutes were approved and posted on the Village’s site.

The budget as of October 20, Total Fund Balance $3,087,736. General Fund Balance $853,560. Revenue: The General Fund has received 93% of its budgeted revenue, which is 14% higher than what we expected. This is primarily due to interest income being $50,000 over budget. Expenditures: The Village has spent 61% of its total budget, which is 14% under budget. Our Fiscal Officer is working with the Mayor and the Village Administrator to get the budget for 2026 ready for first reading for Council.

ODOT SR 226 Paving Project: The estimated portion of the Village’s cost in March was $49,250, but has since increased significantly to $88,363.57. Josie Hughes, Village Administrator talked with ODOT and was told that the original estimate had left out railroad flaggers and changes in material quantities. The estimate may change again as the project has not yet been bid. Fiscal Officer, Leah did state that the budget can cover the increase, though it was disappointing to hear. The project is scheduled for Spring 2026.

Contract renewal was approved for Varney, Fink & Associates, Inc., to continue as or Fiscal Officer through December 31, 2026, when the renewal will be up again.

The Village Administrator will be purchasing a Smooth Bucket at a cost of $1,350.00 and a Breaker at the cost of $4,800.00, both will attached to our current Skid Steer. Both of these will be purchased used, but are in really good condition and at a good price from Holmes Rental Station Inc.

The Village will be having an old, falling in, building torn down at the water tower. There will be a new 12 x 8 building built with steel roof & siding and insulated. This building houses the computer components and alarms for the water tower, and every winter everything inside the old building freezes up and the guys have to take heat tape, heat guns etc up to thaw it all out. We've had instances that when it all freezes up the tower will overflow and flood the area up at the tower. This new building with being heated better and insulated will keep everything working as it should. Cost of the new building $6,150.00.

The Village will be purchasing a Lorex Surveillance System for the Water Treatment Plant at a cost of $4,666.65. The Village will also be purchasing a new system that controls the liquid chlorine at the Water Treatment Plant which will be upgrading the old system that is old enough that it has become obsolete. The new system is at a cost if $13,470.65.

LEGISLATIVE

Resolution 16 - 2025 Authorizing the Mayor to enter into an agreement with Triway Local School District to acquire certain property and declaring it an emergency.

Ordinance 13 - 2025 . Ordinance setting Water, Sewer, and Related Rates and calculations, repealing all conflicting ordinances/ordinances and declaring an emergency. This is ONLY THE FIRST READING OUT OF THREE READINGS. This Ordinance will increase the rates up 6% and will take effect January 1, 2026.

An Ordinance is a permanent local law passed by a city council, while a Resolution is a more temporary expression of opinion, policy, or a directive that does not have the force of the law.

An emergency measure is an Ordinance or Resolution necessary for the immediate preservation of the public peace, property, health, safety, or welfare, or providing for the usual daily operation of a municipal dept. Ordinances appropriating money may be passed as an emergency, but nothing can change salary or compensation for elected or appointed officers of the city, zoning code, building code, a grant renewal or extension of a franchise or other special privilege or regulates the rate to be charged for its service by any publicly owned or operated, shall ever be so passed by emergency measures. Hopefully this helps to better understand the differences.

Exciting News for the Village of Shreve: South Market Street Bridge Project Selected for Funding

The Ohio Department of Transportation (ODOT) has selected the South Market Street Bridge for funding through the Municipal Bridge Program.

This important project is currently scheduled for a construction award in State Fiscal Year (SFY) 2031. However, if funding becomes available sooner, the project may move up and be awarded in SFY 2030.

The project will also receive federal funding for the Environmental and Detailed Design phases in SFYs 2026 and 2027, ensuring that the design and preparation work are completed well before construction begins.

This investment marks a major step forward for improving local infrastructure and ensuring safe, reliable transportation for our community.

The Village of Shreve will begin its annual leaf pickup service on Monday, November 3rd. We encourage all residents to take advantage of this service to keep properties neat and our streets clear.

Schedule as follows:

Monday & Wednesday = North end pickup

Tuesday & Thursday = South end pickup

Friday = as available

Important Guidelines for Leaf Pickup:

Only leaves will be collected – no debris, sticks, trash, or other rubbish.
Please pile leaves along the edge of your property, near the curb or street line.
Do not place leaves on the roadway or in ditches to ensure safe traffic flow and drainage.
Leaves should be rakes/blown to the ccurbside in piles or wind rowsas close to, but not in sstreets.

If you have anything else in your pile of leaves that shouldn't be they will NOT pick them up!

Following these guidelines will help our crew efficiently collect the leaves and keep the village looking great.

Resolution 14-2025 Authorizing The Village of Shreve to enter into an agreement with Lexipol and declaring it an emergency.

Lexipol is a private company that provides policy manuals, training bulletins, and consulting services to law enforcement agencies, fire depts and other public safety depts. In 2019, 3500 agencies in 35 U.S, States used Lexipol manuals or subscribed to their services.

The Village os Shreve passed the resolution to enter into this agreement so our Police Dept. would be able to stay updated, on daily training bulletins, policy updates, policy manuals, web-based delivery platform and mobile app, management system tracking and reporting, law enforcement operations procedures, training implementation service.

Local law enforcement agencies use Lexipol, the Village of Shreve council are confident that this will be a good program etc., to have for our police dept. For the Manual subscription, PoliceOne Academy subscription, and Software subscription is $5,644.45 for 14 months subscription at a 12 month subscription pricing. Risk Management Plan will reimburse our agency: 1st year- 50%, 2nd year- 30%, and 3rd year - 20%. This will be a three year contract.

Resolution 15-2025 Authorizing the Village of Shreve into an agreement with Axon and declaring it an emergency .

Axon is an American company that develops weapons and technology products for military, law enforcement, and civilians.

The Village of Shreve entered into this agreement because our Police Dept. needs two body cameras, car camera, and two new tasers. The body cameras that we do have, one doesn't hold a charge and the other won't charge, the tasers we have, they are doing away with and bring a newer model out. We've never had a car camera, which we need to read license plates etc., plus record stops if anything is needed later on. We will also be getting the Software, Hardware, Services, Cloud storage, Warranties with this plan. The plan is a five year plan at a cost of $38,430.00, which broken down to monthly payments is $640.50.

Ordinance 13-2025 Authorizing the creation of an Auxillary Police Force.

The members will be appointed by the Mayor and he will be responsible for the overall supervision os the Auxiliary Force. The Chief of Police will be the commanding officer and be responsible for training, equipping, recruiting and directing the activities of the Auxiliary Force.

The Auxiliary Police will be around during the Halloween activities also the Christmas activities. They will be called upon whenever the Village has parades, town activities etc. going on, to help keep everyone safe.

This was passed as an emergency, instead of a first reading, due to Halloween activities coming up. The Village of Shreve council wanted to keep everyone safe and having a good time!

So we've had a number of folks within the community that had raised some concerns about the cost for bringing our evidence room into compliance and for the work that took and maybe even concerned about the amount of resources that were needed to bring those evidence rooms into compliance. I don't think the general public under the previous administration; and by that I'm referring to previous Police Chief Ron Kiner and under his tenure and maybe even a few before him, the condition of the evidence rooms that were there. A great chunk of the work has been done.

I understand that we're still in process with some of the instruction orders and things of that nature and paperworks being handed off to the prosecutor's office or has been, and that a good amount of the work at this point has been done and we're in a little bit of a holding pattern on some of those things until we get clearance on some of those destruction orders. We had Doug Swartz in to speak to what him and his team have found. He going to just be forthright with us on the condition of things that were over there and the amount of work that had and has to be done yet.

Doug Schwarz is the owner of Police Evidence Audits. This statement is quoted from Doug;

" 'During our assessment, we found evidence stored in several areas of the building. One location with a damp closet down in the basement that had been locked, but lacked proper environmental controls and organization. Items were stacked haphazardly with little or no labeling. Some items had no identification, no report reference, no way to establish a chain of custody or tie to any criminal case. We also located an upstairs place that showed some sort of effort at organization. There were handwritten logs and items loosely sorted by year suggesting that someone at some point tried to bring order to the system. However, the records were incomplete. The logs contained discrepancies and the overall structure did not meet any recognized evidence management standard. Particularly as concerning, we located what appear to be sexual assault evidence stored in random upstairs closet under piles of paperwork. That potential DNA evidence has no court evidentiary value as the chain of custody is fragmented.

We also found untested sex assault kits. Those kits should have been submitted to testing under Ohio Sexual Assault Kit Initiative, especially if they predate 2015. At that time, the Ohio Attorney General Journal directed all agencies to submit every untested kit for DNA. Failure to do so represents a missed opportunity for justice for potential victims and a violation of the state's intended procedure.

Because of the unsafe conditions and lack of accountability, we removed all evidence from the basement and staged it upstairs in a secured area. We had five people that came in and move all that and work through this process of establishing credibility.

We created a new Excel-based inventory to capture every item noting any available information such as case number, suspect name or lab identifier. After cross referencing this information with available court and RMS data, we found that more than 70% of the items lack sufficient documentation to connect them to some specific case or a jurisdiction. One example is an uncapped syringe. It was found sealed in a plastic bag with no case reference; a direct safety hazard and a total breakdown in chain of custody. Unfortunately, this is representative of the evidence as a whole.

We are now entering the pre-destruction phase, identifying items that may qualify for lawful disposal. We have done what we can in connecting evidence to case dockets. However, the courts cannot authorize any destruction until internal policies are in place to govern the process. The ORC language is very specific on the instructions and you have to have internal direction and policies and procedures in place to basically operate as a police department. There were no policies that we could find that directly linked to some sort of direction from leadership on how the police department should be run. So that is what we're currently doing right now and that's why it's essential that Lieutenant Flinner move forward with obtaining Lexipol Policies and Procedures which will establish the department's foundation for evidence control and retention. Once that's complete, we'll assist in developing a specific disposal and destruction policy that meets both Ohio and IPA standards. Attempts at returning property to rightful owners will also be very difficult with a severe lack of documentation on the packages; if it was packaged.

I want to make an important point about leadership. While these conditions clearly reflect poor oversight in the past, I also want to acknowledge that many chiefs across the country receive no formal training and evidence room for management. These rooms are often locked doors because they're not part of daily patrol administrators functions and they're easy to overlook until something goes wrong. In that sense, I don't believe the intent was neglect. I believe it was a lack of awareness, a lack of resources. That said, the end result remains unacceptable.

Evidence is the foundation of justice. When it's compromised, the entire system is at risk and that's the condition that we found; it's all at risk. The good news is that the Village of Shreve is now on the right track. The evidence is removed from unsafe conditions. The new evidence room is clear and secured. We expect to have barcode printer and scanner installed, which will mark the beginning of a true digital tracking system, protect the chain of custody for every item going forward. This will bring the department in line with the best practices and ensure the future is protected and traceable from intake to final disposition. But real progress has been made and for the first time in many years, Shreve's evidence management system will be both defensible and transfer in closing.' '

Doug presented these findings to help us be committed to supporting the corrective steps that will bring the department into full compliance and to restore public confidence.

" 'Just to expand upon there being 70% of the items lacked sufficient documentation to connect them to any case process and that there's clear ORC language for operating an evidence room, how we safeguard them and none of that was being followed and especially concerning would be the sex assault kits.

That's a mandate by the governor that should have taken place and never did and that needs to be a priority for the police department! We segregated all those kits and put them in boxes to get those analyzed at a proper lab as soon as possible.' "

A council member commented that it is a massive amount of work and with a huge need. In other words, the ladies that got raped or anything got no justice; those kids didn't get any justice, they were just lost in the system. I don't think you can put all the blame on one person though, I mean I realize I'm not here to throw anybody under the bus, but what has been painted, is the idea that this wasn't bad enough to warrant spending $34,000. Those that were responsible left it in a state that it did take $34,000 and a lot of manhours that still isn't done to bring things into compliance.

It's going to take real work and responsibility, dedication, and a clear policy and procedure along with the digitalized system for logging that evidence to ensure a chain of command and security, so that moving forward those that rely on the Shreve Police Department, do have some sense of justice other than somebody showing up. Nobody's trying to attack anybody. I'm simply taking the spotlight and going rather than having all of the rumor mill swirl and Shreve just putting it into the sunlight and going; 'Here's what we were dealing with and here's what was required to bring it into compliance and not blaming one certain person'. It's not about that at all, but a very serious issue and something that we desperately needed to have taken care of if we're going to operate a police department.

Some crucial steps. but to your point, it's been a problem for a long time. What we're going to end up with is a clean slate, a good system moving forward, and somebody over there as a Chief of Police who is going to be able to see that process is maintained and followed so we don't ever end up in this situation again.

Legislature

Resolution 12-2025: Appointing Police Officer Larry Flinner III part time police officer to Village of Shreve Chief of Police.

Police Hiring Ad

We will also be posting hiring ad for one full-time and one part-time police officer for the Village of Shreve. Larry has some ideas where he thought would be a good place to post those. Ones that are in retirement age officers that have been in the force for a long time might be interested in being a part-time police officer. We have different options for posting the jobs for the police department.

House Bill 51 allows retired officers to come back into the workforce and maintain their pension checks without losing benefits. This law only applies to the officers that use the Municipal Police Employees Retirement System or MPERS, which most officers go through.

The new law now allows retired officers to re-enter the workforce without losing benefits. Previously the laws made it really hard for reitred police officers to go back into workforce which made it hard on departments and the officers. This law lets the retired officers come back to work; without losing their benefits, with the wisdom, knowledge help train the younger ones that are just starting out as an officer.

There's many ways that this law can help, with the nationwide shortage of law enforcement manpower. But there are stipulations though to the law:

you have to have 20 years of retirement and be 55 years of age, or you have to have 25 years of retirement and you can re-enter the workforce at any age. You could put them in the detective division, the intelligence division, help with homicides, help with non-fatal shootings, because you know that in the bigger cities most officers have been involved in solving these types of crimes.

The Village of Shreve Water Department began routine fire hydrant flushing at 4:00 AM today (Wednesday, Sept. 24, 2025) . Crews will continue flushing daily from 4:00 AM to 2:00 PM through Friday, Sept. 26 , and the work will be completed by Friday afternoon.

As a reminder, advance notice signage was posted at the Armory one week prior to the scheduled flushing dates.

Council Meeting Highlights

from August 18, 2025 Meeting

At out last meeting, August 18, 2025, Michelle Walters was sworn in at the end of the meeting to fill the vacant council seat of Kristen McCoy. Michelle will serve to the end of the year.

On August 15, 2025, Mayor Martin formally announced the resignation of Joan Zimmerly, the Village's Grant Writer and Planning Administrator. We thank her for her service in securing us several grants for funding different things in the Village.

Halloween date is set for October 25, 2025, from 5:00 to 7:00 PM, there will be more information posted when the final plans are made available to me. As always there will be Police presence during that time.

The Villages Fiscal Officer reported that our revenue is approximately $75,000 higher than projected, and our expenditures are under budget in every fund. A preliminary 2026 budget has been submitted to Wayne County for their planning purposes. A more detailed budget will be presented to council at a later date.

The new dump truck is in the process, and we hope for you to be seeing it around town in the next few weeks doing many jobs that we have been waiting on to get done for the Village.

We have purchased a new service body bed for our 2008 Ford F-350 due to the current one being rusted out. We are replacing it with a Knapheide 9' service body Galvanneal Steel Construction. The compartments will hold our tools, and they won't get ruined. This new service body bed will be able to transfer to a new chassis when we get one, so it won't be wasted money when we need to replace that later on. Cost of $12,900.

Our golf cart that we use for several different things around town; spraying weeds, the downtown trash bins etc., will be getting a new motor, tires and brakes and adjustments at a cost of $3168.38.

Removal of 2 dead Maple trees w/stump removal and one old stump removal all on Main Street. The one tree is in the wires and pulling on them so our Village guys can't do it. The total cost of $2100.00 for all.

For a right-of-way sanitary easement (as the crow flies) clearing from Red Brass to the Sewer Plant we are renting a Yanmar Track Loader with a Fecon Forestry Head, we will have this for a week to uncover 3 manholes that have gotten overgrown, and we will be cleaning up other places also, but that we will be the main stretch we are doing. Total cost of $2,884.40.

As everyone can see, the Shreve School is all torn down now and they are working on cleaning up the site. They're a lot of pictures that were taken throughout the process, so if you didn't get any for yourself and still want some you can probably look up a local person on Facebook and see if they posted any. I know quite a few of us were sad to see it go along with the playground, but we also understand that it was to costly to revamp to make it up to code to keep. We sure do have some great memories from there; some of our parents even worked/taught there and we all survived the playground lol. But the couple times that I've been in the New Triway Campus, I see where it makes more sense in the long run. Only time will tell.

His death is a loss not only to those who shared his views, but to all who value the freedom to speak, to challenge, and to grow.

Subject: Clarifying Community Concerns and Acknowledging Service

To the residents of Shreve,

Over the past several months, there has been a steady stream of commentary—both online and in the community—that has misrepresented the actions and character of Joan Zimmerly. As Mayor of the Village of Shreve, I believe it is necessary to publicly clarify the record and recognize the meaningful contributions she made to this community.

Joan Zimmerly served as the Village’s Grant Writer and, per annum, was the

lowest-paid employee on staff. Despite this, she worked tirelessly to secure more than $2.5 million in grant funding within a single year—resources that directly benefited our residents, infrastructure, and long-term planning.

Throughout her time with the Village, every action Joan took was done in alignment with my office. She consistently sought my input and direction before proceeding on matters related to her role. If anyone had concerns about her work, the proper course would have been to bring those directly to me—not assume she was acting unilaterally or manipulating the operations of the Village. Those assumptions are unfounded.

After Joan had already resigned from her position, the Village’s Fiscal Officer and Billing Clerk each left their posts without allowing time for a professional handoff. In response to this unexpected situation, Joan stepped up—again—to help the Village during a time of need. She returned voluntarily to take on those duties, providing stability and continuity when it was most needed. She was appropriately compensated, but her willingness to serve again, even after public criticism, is a clear reflection of her character and her heart for Shreve.

There has also been public commentary implying tension between Joan and other Village employees. Specifically, the previous billing clerk, who worked limited afternoon hours—from approximately noon to 4 p.m.—had little to no professional interaction with Joan. They did not work in the same department, and their schedules rarely overlapped. To suggest otherwise is simply inaccurate.

Unfortunately, what has taken root appears to be a manufactured narrative aimed at discrediting one of the highest-performing employees the Village has ever had. It is deeply concerning that such a narrative—fueled by misinformation and personal grievances—has been allowed to take hold.

It's also important to address recent council changes. While three council members have resigned in recent months, only two were long-term members. Each made their own decision to step down, and none were forced out. Similarly, Chief Ron Kiner chose to resign; he was not asked or encouraged to do so.

Finally, allegations that Joan created a hostile work environment are not supported by the facts. Like anyone who finds themselves the target of repeated criticism, Joan at times needed to defend herself-but she did so respectfully and with restraint. Disagreements do not constitute misconduct, and discomfort does not equate to hostility.

Village of Shreve and ODOT Partner on SR 226 Repairs Ahead of Full Resurfacing in 2026

SHREVE, OH — June 2, 2025 — The Village of Shreve is pleased to share important updates on the future of State Route 226 through the village and the upcoming improvements that will enhance safety and drivability for residents and visitors alike.

In partnership with the Ohio Department of Transportation (ODOT) District 3, Mayor Josiah Martin, Village Council Members, Joan Zimmerly (Planning and Grant Administrator), and the Village Street Department Staff Josh Menuez, Mike Eikleberry, & Greg Menuez have been actively working to address the current condition of SR 226 within village limits. While the full resurfacing of the roadway is officially scheduled by ODOT for the 2026 construction season, interim surface repairs will begin in the coming weeks to provide immediate relief.

At its most recent meeting, Village Council unanimously approved funding for the materials required to complete these temporary repairs. This local investment makes it possible for ODOT to move forward with labor and equipment to begin work promptly—demonstrating a true partnership between state and local government focused on public safety and community care.

The repairs will focus on milling and patching the worst sections of the roadway, significantly improving driving conditions ahead of the winter months. This joint effort reflects a practical, forward-thinking approach while preparing for long-term resurfacing in 2026.

“This is a great example of what can happen when local and state agencies come together to listen and respond,” said Mayor Martin. “We’re grateful to ODOT District 3 for stepping in to support the community and move this temporary work forward.”

Residents can expect to see ODOT crews active within the village limits soon. Please exercise caution and patience as crews work to complete this phase of the project.

It’s important to emphasize that the full resurfacing of SR 226 within the village remains an ODOT-led project and is currently on schedule for construction in 2026. The Village of Shreve will continue to advocate for progress and provide timely updates as additional details become available.

Shreve, Ohio – The Village of Shreve has successfully secured the final piece of funding needed to complete a major upgrade at the Wastewater Treatment Plant. A $500,000 grant from the Ohio Public Works Commission (OPWC) State Capital Improvement Program (SCIP) brings the total project funding to $2.25 million—entirely covered by grants.

This critical infrastructure project will replace the aging trickle filter system with a modern aeration system, ensuring improved wastewater treatment efficiency and compliance with environmental standards.

“This is a huge win for Shreve,” said Mayor Josiah Martin. “Securing full funding through grants means we can complete this necessary upgrade without placing a financial burden on our residents. We are grateful to the OPWC and all our funding partners for their support.”

The Village of Shreve is notifying all residents of an important letter they will be receiving regarding the status of their water service lines. This notification, titled “Water Service Line Notification,” provides essential information about the materials in the pipes connecting homes and buildings to the water main. It is part of the Village’s ongoing commitment to ensure safe drinking water for all residents.

The letter informs residents that their water service line is classified as “Lead Status Unknown,” meaning the Village cannot confirm whether or not the pipe contains lead. This is important because lead exposure, especially through drinking water, poses health risks, particularly for young children, infants, and pregnant individuals.

The letter outlines practical steps residents can take to help minimize any potential lead exposure:

Running tap water for a minute before use after long periods of inactivity
Using cold water for drinking and cooking
Installing lead-certified filters
Cleaning faucet aerators regularly

Additionally, residents are encouraged to help identify the materials in their water service line by following simple instructions and completing a brief survey form included with the letter.

Village of Shreve Begins Rehabilitation of Water Tower Shreve, Ohio – October 24, 2024

The Village of Shreve is excited to announce the commencement of the much-anticipated rehabilitation of the Shreve Village Water Tower. This critical infrastructure project is part of a long-term commitment to ensure the reliable and safe supply of water to all residents. The rehabilitation is not only a crucial step in maintaining the village’s water system but also represents a major investment in the health and well-being of the community.

The initial phase of the project, which started this week, involves setting up temporary water storage, draining the water tower, and thoroughly pressure washing both the interior and exterior of the tank. The interior will also be sandblasted to prepare for a comprehensive inspection. This inspection includes clearing out any debris that may have built up over time. Areas showing signs of corrosion will be repaired and coated with NSF-approved epoxy to protect the structure, and the tank will be chlorinated to ensure water quality. If any gaskets are found to be deteriorating, they will be replaced according to the inspection report.

This year’s improvements are just the beginning of a 10-year rehabilitation and maintenance program for the water tower. The total project cost is estimated at $307,110.00, with $75,000.00 of this year’s rehabilitation being funded by grants secured by the village.

Miller Park and the grounds of Shreve Elementary School. During the visit, Senator Landis toured Harold D. Miller Park, where his advocacy helped the village secure a $300,000 grant for significant park renovations. These funds will help enhance recreational facilities, creating a more vibrant and welcoming space for Shreve residents.

In addition, Senator Landis visited Shreve Elementary School and met with Principal Adam Stein to thank the district for the donation of the school grounds to the village, a move that will open new opportunities for expanding public space and development.

Village of Shreve Announces Water Tower Renovation Project

Long-term Renovation Plan to Ensure Reliable Water Supply for the Community The Village of Shreve is pleased to announce a significant step forward in ensuring the continued safety and reliability of its water infrastructure with a 10-year Tank Assist Program. This comprehensive renovation project, led by Central Painting & Sandblasting, Inc., will address critical maintenance needs for the village's 675,000-gallon standpipe water tank, with two major renovation phases scheduled for Year 1 and Year 6. The project, designed to extend the life and functionality of the water tank, will begin immediately upon execution of the agreement. As part of the contract, Central Painting & Sandblasting, Inc. will provide ongoing support for any water tank emergencies that may arise over the next decade.

Key Features of the 10-Year Tank Assist Program:

• Phase 1 (Year 1): In the first year, a series of essential upgrades will be completed, including installing a new vent system, safety climb replacements, and implementing a new steel mixing system to ensure optimal water quality. The interior of the tank will be sandblasted and repainted, and a new cathodic protection system will be installed to prevent corrosion. During this phase, a temporary water storage system will be provided to maintain uninterrupted water service to the village.

• Phase 2 (Year 6): Year 6 marks the second major renovation phase. The exterior of the tank will undergo extensive cleaning and overcoating with an approved protective system to safeguard against the elements. Additionally, the tank will be thoroughly cleaned and inspected from the inside, with any necessary repairs and re-coatings made to both the interior and exterior. A temporary water storage system will again be set up to ensure the village's water needs are met during this phase.

• Annual Inspections: Throughout the 10-year program, Central Painting & Sandblasting will perform annual inspections and maintenance to monitor the condition of the tank and surrounding site. These inspections will help to prevent any future issues and ensure the tank remains in optimal condition.

A key aspect of this project is the use of a temporary water storage system during the major renovation phases in Years 1 and 6. This system will allow the village’s water supply to remain uninterrupted, ensuring that residents and businesses continue to have access to safe and reliable water during the project.

The total project cost is broken down over 10 years, with an initial payment of $75,000 due upon execution of the contract, followed by annual payments of $25,790 for the remaining years. The agreement is set to conclude in 2034, at which time the village will have the option to renew the agreement for further maintenance if needed.

Mayor Josiah Martin also emphasized the long-term benefits of the project by noting This renovation is a vital and long overdue investment in our community's infrastructure. By addressing these needs now, we are ensuring that our water system remains safe and functional for years to come.

Joan Zimmerly, Planning and Grant Administrator for the Village of Shreve, highlighted the funding secured for the project, Approximately $75,000 of the project costs will be covered by previous funding received through the Coronavirus State and Local Fiscal Recovery Funds. These funds must be fully obligated by December 2024, and we are pleased that they will contribute significantly to the successful completion of this critical infrastructure project.

COUNCIL MEETING DECEMBER 15, 2025

LEGISLATURE

RESOLUTION 14 - 2025 Ordinance setting the Water, Sewer and related Rates and Calculations, repealing all conflicting ordinances and declaring emergency. This was passed on an emergency bases due to January 1, 2026 as the new Water/Sewer Rates will go into effect with an increase of 6%, and will increase every year going forward unless changes are deemed necessary .

(Council President Bevington explained that RCAP recommended a 15 - 20% increase to maintain infrastructure solvency, but the Village opted for 6% to minimize the burden on residents while starting to correct the deficit.

RESOLUTION 19 - 2025 Declaring support for the School Redevelopment Project and directing the Village to complete the T-Mobile Grant Application and any other Grant Applications and declaring an emergency. This is passed on an emergency base because of the due date of December 31, 2025 for the application. If awarded the grant could be for $50,000.00 that would go towards either the playground or the Historic Blaine Carmichael Ball Field updating. This Resolution is also for any other Grants that the Village is eligible to apply for.

RESOLUTION 20 - 2025 Authorizing the Mayor to enter into an agreement known as the One Time Strategic Community Investment Grant Agreement and declaring an emergency. The Grant is for the Wastewater Treatment Plant for the Trickle Filter System that we were awarded funds for and that Engineering Associates are working on and we should be sending out for bids soon for the project to begin.

RESOLUTION 21 - 2025 Annual Appropriations for Current Expenses and Expenditures for the Village of Shreve during the Fiscal Year ending December 31, 2026 establishing a legal level and declaring an emergency.

**This is just for operating expenses and nothing else is added in as of yet for equipment etc .

SECTION 1. Definitions. As used in this Ordinance, a "Community Cat" shall mean a cat that is abandoned, stray, lost or feral and that may be cared for by The Shreve,

Ohio TNR Program. "Community Cat Care Giver" shall mean a person(s) who is approved by The Shreve, Ohio TNR Program and who provides care, including, but not limited to, food, shelter, or medical care to a Community Cat. Such Community Cat Care Giver shall not be deemed as an owner, keeper, or harborer of a Community Cat.

"TNR" means Trap-Neuter-Return and is the process of humanely trapping and sterilizing; vaccinating for rabies and distemper; and returning a Community Cat to the original location in which it was found.

SECTION 1. Definitions. Livestock: Except as otherwise provided in this Ordinance, the definition of "Livestock" shall be hoofed animals that are typically classified as domestic farm animals including, without limitation, cattle, horses, donkeys, sheep, goats, swine, alpacas, llamas, and any miniature breeds of such animals. The definition of Livestock under this section shall be liberally construed by the Village.

Exotic and Dangerous Wild Animals: For purposes of this Ordinance, Exotic and Dangerous Wild Animals shall be defined pursuant to the Ohio Revised Code and the Ohio Administrative Code.

SECTION 1. That the rate of compensation for the following Village Employees shall be in effect as per Ordinance 7-2023 passed on November 20, 2023; Ordinance 1-2024 passed January 8, 2024 Ordinance 3-2024 passed on February 5, 2024, Ordinance 5-2024 passed on April 15, 2024 and as am ended and restated herein: See Section 1 of Attached Exhibit "A"

SECTION 2. Pursuant to Section 2 in Exhibit "A" attached, the amount of vacation time granted to an employee shall be determined by the hire date and the length of the period that a person has been an employee of the Village. Said schedule shall be effective January 1, 2024.

SECTION 3. The holiday schedule that the Village shall observe is stated in Section 3 of the attached Exhibit "A" and the schedule shall be effective January 1, 2024.

SECTION 4. The Village of Shreve shall pay 100% of the health insurance premium for full-time Village employees, with the Employee share being 0%.

SECTION 5. This Ordinance shall replace any previous pay schedule and the Village policy for the accrual of vacation and the holidays observed by the Village.

SECTION 6. This Ordinance is hereby declared to be an emergency measure necessary to the immediate preservation of the public peace health, safety of said Village.

TOPIC: Village of Shreve Announces Funding for Harold D. Miller Park

The Village of Shreve is thrilled to announce that the Harold D. Miller Park has received significant funding in the amount of $300,000 as part of the Capital Budget projects across Senate District 31. This funding comes in the second phase of the process, following last week’s announcement of a $350 million investment by the Senate in Ohio communities from the One-Time Strategic Community Investment Fund of which the Village received an award of $1.75 million towards the total project cost of $2.5 million for the Waste Water Treatment Plants new Aeration System project.

State Senator Al Landis (R-Dover) has confirmed the allocation of millions of dollars to key projects within the district.

"I am deeply appreciative to see these worthwhile projects get substantial funding in this budget," said Landis. "We can expect to see considerable improvements in our district's business climate and health and public safety services."

Ohio State Representative Scott Wiggam was quoted as saying, "I am elated to announce this significant win for the community and families of Shreve. It was a pleasure collaborating with Senator Al Landis and the Ohio Senate to secure this funding for the Harold D. Miller Park. I extend my heartfelt recognition to Mayor Josiah Martin and the dedicated team at the Shreve Village Hall. Their hard work and commitment were instrumental in making this achievement possible."

Mayor Martin of the Village of Shreve expressed his gratitude for the funding, highlighting its importance for the community. "The funding for Harold D. Miller Park is a vital step forward in enhancing our local amenities and providing a beautiful space for our residents to enjoy," said Mayor Martin. "This investment will not only improve our park but also strengthen the sense of community and well-being in Shreve."

The Harold D Miller Park project includes several key aspects:

Upgrading recreational facilities
Enhancing green spaces
Implementing sustainable features
Adding a pavilion/stage area for future Shreve Festivals and Events, preventing the closure of downtown State Route 226 during events.
Creating two parking areas off Market and Wells Street for accessibility
Lighting the grounds for safety
Installing power and water service through underground trenching to panels located at intervals throughout the property for festivals and events
Drainage and culverts as needed

Joan Zimmerly, the Planning and Grant Administrator, also shared her excitement about the project. "This project seeks to create a welcoming hub for our community," said Zimmerly. Exciting Improvements Coming to Shreve:

Major Funding for Wastewater Treatment Plant System

WHEREAS, there are times when the Chief of Police, in his discretion, needs to expend funds for the police department for the benefit of the Village; and

WHEREAS, it may be necessary to expend such funds prior to a duly convened meeting of the Village Council for the approval thereof;

BE IT RESOLVED by the Council of the Village of Shreve, Ohio, that:

SECTION ONE:

The Chief of Police shall be given the authority to expend up to $1,500.00 per month without prior council approval for expenditures that he deems necessary for the police department for the benefit of the Village of Shreve, Ohio.

SECTION TWO:

Whereas the Village of Shreve seeks to replace aging and deteriorated waterline and related valves and hydrants; and Whereas the Village of Shreve intends to apply for Water Supply Revolving Loan Account Fund (WSRLA) for the construction of the drinking water improvements; and Whereas the Ohio Water Supply Revolving Loan Account requires the government authority to pass legislation for application of a loan and the execution of an agreement as well as designating a dedicated repayment source; now therefore,

BE IT RESOLVED by the Council of the Village of Shreve, Wayne County, Ohio:

SECTION 1. That the Mayor of the Village of Shreve be and is hereby authorized to apply for a WSRLA loan, sign all documents for and enter a Water Supply Revolving Loan Account with the Ohio Environmental Protection Agency and the Ohio Water Development Authority for construction of drinking water facilities on behalf of the Village of Shreve, Wayne County, Ohio.

SECTION 2. That the dedicated source of repayment will be water funds.

In our commitment to the well-being of our community, we want to reassure everyone that the core of our actions is always intended to help and support you. That’s why we're introducing a new ordinance concerning the keeping and harboring of livestock within the village limits. This draft ordinance comes after a great many Shreve residents voiced their concerns as to the lack of any regulations or laws surrounding the keeping of livestock.

This draft ordinance aims to ensure the safety and general welfare of all Shreve Village residents by regulating the conditions under which livestock can be kept. Here’s a simplified breakdown of what this ordinance involves:

Livestock Definition : Livestock includes animals like cattle, horses, sheep, goats, poultry, and more exotic animals like alpacas and llamas. Basically, animals generally used for food production.
Regulations for Keeping Livestock :

For those with at least one acre of land: If you have one acre or more, you can keep livestock, with additional animals allowed per extra 2/10 of an acre, provided they are properly contained and sheltered.
For those with at least 2/10 of an acre (approx. 1 village lot): Up to twelve rabbits, poultry, or water fowl can be kept with 2/10 of an acre with additional animals permitted with each acre of land thereafter, with specific limits on proximity to property lines to ensure community comfort.
Proper documentation of acreage and animal shelters must be maintained, and the village reserves the right to inspect these conditions.

Existing Livestock : For those already keeping livestock, there’s a grandfather clause. You need to register these animals within 90 days after the ordinance is passed and renew this registration annually.
Compliance and Violations : Ensuring livestock are kept in a manner that does not cause public health concerns is critical. Violations of the ordinance could result in misdemeanor charges.

We understand that changes like these can be significant, which is why we are not rushing this process. The ordinance will undergo three readings, with the first having already taken place on April 15, 2024. Each reading allows for community feedback and possible revisions, ensuring that your voice is heard and considered. The Small Farm Animal Committee is already considering making provisions for 4H and FFA during key times of the year based on the input of a local resident. Duplex Fire on South Market Street

Early this morning, a devastating fire occurred at the duplex homes located at 181 and 191 South Market Street. We are immensely grateful to God to report that due to the prompt and heroic actions of our first responders, all residents and their pets were safely evacuated from the premises.

Police Chief Ron Kiner was the first to arrive at the scene, swiftly followed by the dedicated teams of the Clinton Twp. Fire Department, under the exemplary leadership of Fire Chief Scott Ervin. Chief Kiner took immediate action, working diligently to evacuate residents and their pets until the Fire Department arrived, which included two guinea pigs, a turtle, and a puppy. The latter was heroically rescued by Firefighter Nathan Opfer.

We extend our deepest gratitude to all the emergency personnel involved in this critical operation, including the Shreve Police Department, Clinton Twp. Fire Department, Wooster Twp. Fire Department, Wooster City Fire Department, South Central Fire Department, Prairie Township Fire Department, Western Holmes Fire Department, and Shreve Water Department team member Josh Menuez.

Their coordinated efforts not only prevented any loss of life but also exemplified the strength and unity of our community in times of crisis. Thank you to each individual and department for their bravery and commitment to the safety of our residents. Red Cross will on scene shortly to help coordinate aid for the families. We are currently investigating the cause of the fire.

Today, the diligent efforts of the Shreve Village Police Department, under the leadership of Police Chief Ron Kiner, have culminated in a significant breakthrough in a recent case involving a stolen truck and numerous reports of trespass.

During a follow-up investigation on a reported stolen truck, Police Cheif Ron Kiner made an arrest of the suspect, who was also wanted on an outstanding warrant through Wayne County. The subject, whose identity is currently withheld for legal proceedings, has been involved in multiple incidents including trespassing on residential properties within our village and allegedly stealing items for resale.

Upon apprehension, the suspect was found to be in possession of several pieces of property, believed to be stolen, along with suspected illegal drugs and drug paraphernalia. These findings are now part of an ongoing investigation.

Most notably, the stolen truck has been successfully recovered and returned to its rightful owner, bringing a sense of relief and closure to this distressing incident.
